it rose to reach the waters covering the universe —

 one who stretched —

flags fluttering upward from the golden palaces/mansions —

as a unique handle with blue gem —

(then it would) stand erect and straighten up its body, and —

glowing (growing) radiance —

raising (due to his touch) —

mercifully grew (after accomplishing the goal) —

growing —

grew —

mercifully grew —

and as rising —

 for sarvĕṣvaran who incarnated as thrivikrama —

 grew —

grew —

making them [divine feet] to grow —

one who made it grow —

lifted, measured and accepted —

during the time when [emperumān] lifted and made them grow —
